In Canada, medical cannabis is regulated through a series of rules that are enforced by a board of medical doctors.
Each physician certifies that the patient has a chronic disease and that the medical use of cannabis is a valid option for the patient.
The medical cannabis cards have to be issued to patients who have a “substantial medical need” and meet certain other criteria, such as a doctor having to be a specialist in the subject.
That’s what makes it hard for patients to access cannabis, as the process takes time and can result in delays and legal headaches for those who need the medication.
But the government is hoping to ease the situation by launching a new system for issuing medical cannabis licenses, which will come into effect on January 1.
The new system, which is being rolled out as a pilot project, will allow people to buy cannabis from licensed producers, and it will be issued by a system of third-party vendors, such an oil and natural gas company, who will not be responsible for any administrative or financial matters.
“We want to provide access to cannabis to those in need,” says Dr. Michael LeBlanc, the minister responsible for medical cannabis in Ontario.
“Our goal is to bring access to those with chronic conditions that are so severe that it is an existential crisis, and that’s why we want to give access to people with conditions that aren’t so severe.”
According to LeBlac, the government wants to help the cannabis industry to diversify its revenue base by ensuring that cannabis products are available at reasonable prices.
This is not something that can happen overnight, he said, but the government will be working with producers and suppliers to help them develop the best products for the market.
For the first time, the province is going to offer an online registry that will allow cannabis products to be purchased by anyone who is over 18, and also provide online ordering options.
There are a number of other ways that the government hopes to improve access to medical cannabis.
It is looking to bring in cannabis producers who can grow cannabis on their own land.
The government is also looking to develop new regulations to make it easier for producers to sell cannabis to pharmacies, while also allowing the sale of medical cannabis to non-registered patients.
Finally, it is also planning to bring the sale and cultivation of cannabis products online through the new online marketplace.
This system will allow for the purchase of cannabis at wholesale prices.
“It is the same thing we do for alcohol,” LeBlance says.
“There are people in this province who have their own businesses.

So, we’re going to be working together with them and working with the manufacturers to get the best product out of the product they have, and to create a market that is fair for the industry and the community.”

As part of the pilot, the department will be holding workshops in Toronto and Montreal.
“These are not jobs that come with government, and there are a lot more jobs in medicine,” Leblanc said.
“And we’re trying to ensure that all of our health professionals are trained to work with cannabis and to be able to help people who have certain conditions.”
The government also has plans to introduce new medical cannabis regulations that will include rules for testing and certification of producers and dispensaries.
Those regulations will also be open to public input, and the government has committed to releasing the final regulations by June 30, 2018.
“I think it’s great to see people taking responsibility for the cannabis they use and the products they produce,” LeBLanc says.
But he also sees the need for more regulation to ensure the safety and quality of the products being sold.
“You know, the medical cannabis industry is one of the largest in the world, so we need to ensure there is proper regulation,” he says.
LeBlances plans to continue working with Ontario Health to develop regulations to ensure a safe and legal cannabis supply.
“That is our first priority,” he said.
